Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new 28-point plan for achieving ceasefire appeared – briefly – to have been defused. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of contrasting events captured the harsh reality of the outgoing year. By day, political struggles are waged: positive announcements are delivered from different nations. Significant resources is expended on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "peace".
Nocturnal Warfare
As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is able to track missile launches from enemy soil, a capability enabled by up-to-date information. From witness perspectives, defense planes that had been deployed to intercept incoming cruise missiles roared overhead – modern combat jets delivered to Ukraine by European allies.
Shortly after, Kyiv's missile defense activated: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, most likely delivered by allied countries. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, sparing the city from devastation and another blackout.
Persistent Threats
Following this, a large-caliber weapon engaged a unmanned aircraft in the vicinity, part of a defensive team – most likely imported technology. Regrettably, the bullets missed the hostile drone – it pressed on overhead toward its destination.
With pauses, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and infrastructure problems in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – living the war. But those entire period encapsulated Ukraine's vital need on external assistance – a reliance that neighboring countries are evidently unprepared to replace in the short term.
Failed Diplomacy
The detailed framework from US administration generated strong feelings, controversy and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new approach from American administration adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually secure success. This cycle will, undoubtedly, continue.
Tactical Assessments
It is convenient to criticize particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the whole story. Washington functions according to a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The US administration assumes that it is impossible to force Russia to surrender the territory that it presently holds in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, US leadership does nothing to deter Moscow, through words or deeds, from believing that the current condition will not evolve additionally in its advantage in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding lives and land but preventing a complete military breakdown until conditions improve in its advantage.
Current Realities
Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are becoming relevant: leadership ambitions to mediate resolution and achieve global acclaim, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unsuitable, so that their priority does not shift toward internal issues. And although their task will now be considerably more difficult after current events, it remains highly unlikely that this will modify their basic position.
These two forces are guiding negotiations.
Assessment and Future
It took a just a single week to kill the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, current information leaks, all achieved their purpose.
While new proposals based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to modify developments, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, primarily depend on ongoing international assistance.
